Permits & requirements in New Mexico
Last verified July 2026
A manufactured home moving through New Mexico travels under a special oversize permit — single-trip or annual — from NMDOT's Motor Transportation Division. Manufactured-home transporters and dealers can also buy self-issue permit books. One thing to know up front: a county property-tax clearance certificate must be obtained before a move permit will issue.

New Mexico requires a permit for anything wider than 8 feet 6 inches. Manufactured-home permits won't be issued for a home wider than 18 feet, with only limited roof-overhang allowances beyond that.

New Mexico requires an escort for a home over 14 feet wide, and for narrower homes on certain restricted highways. A police escort is required at 20 feet and up, and loads over 110 feet long need front and rear escorts. Escort drivers must be New Mexico-certified.

New Mexico is HUD Wind Zone I statewide. Installation and anchoring follow the state's manufactured-housing rules, including footings set to the local frost depth. There's no state seismic requirement.

Before a home is installed in New Mexico, an installation permit is required from the Manufactured Housing Division of the state Regulation and Licensing Department. A licensed installer must do the work, and the permit certifies the home meets minimum occupancy requirements. Homes built after 1976 must carry their HUD label.

New Mexico doesn't have an explicit statewide ban on pre-1976 homes — older, pre-owned homes go through the same installation rules as newer ones. Across the board, a county property-tax clearance certificate is required before any move permit is issued, so tax status has to be settled first.

The transport permit belongs to the mover, issued by NMDOT. There's a split worth knowing: while the licensed carrier holds the permit, the homeowner must first obtain the county property-tax clearance certificate before that permit can issue. As a concierge move, the carrier handles the permit side.

The installation permit is filed by a licensed installer with the Manufactured Housing Division. A homeowner can secure the permit themselves only if they take responsibility and do the work on a single site. Otherwise, transport and installation stay separate licensed roles.
